The difference is in the formulation of the inks because water-based inks contain a solvent (usually water) which makes them thinner and capable of penetrating deeper into the fabric.  When they are dried you can barely feel the print on top of the fabric, so it’s perfect for items that you want to preserve the original softness of.  You don’t have to worry about it affecting your colors either because you can get beautiful, vibrant colors just like with plastisol inks!
